The Sacramento Area Council of Governments (SACOG) is one of many councils of government (COGs) in California. Authorized but not required by state law, COGs are really the creatures of counties and municipalities that voluntarily band together to carry out regional planning. SACOG is one of the most active, innovative and successful experiments in such collaborative planning in the country. Formed and governed by the local governments, SACOG has formal responsibilities under federal and state law for transportation planning (it is the region’s Metropolitan Planning Organization) and for meeting state housing and greenhouse gas reduction goals.
SACOG is also known for the remarkable public participation and visioning process which SACOG carried out to develop its long-range Blueprint plan for the region. SACOG has evolved into a complete transportation and land use planning agency with sophisticated public engagement tools and a growing record of success reining in the region’s rampant sprawl.
